    Wallowa and Grande Ronde Rivers River Permit Requirements This is intended to serve as a general reference for boaters visiting public lands and waterways of the Wallowa and Grande Ronde river canyons between Minam, Oregon, and Heller Bar, Washington. . The major river systems which we service include the Grande Ronde River, Catherine Creek, Imnaha River, Joseph Creek, Minam River and Wallowa River; all tributaries to the Snake River.   There is an oxbow below the state line that loops back into Oregon, so take a map and know where you are to avoid getting a ticket. Also, before you venture off to fish some of the tributaries of the Grande Ronde River, check the regulations. The Wenaha is open upstream for only six miles and only for catch-and-release.
